Project E3 provides on-site, intensive technical assistance to State Vocational Rehabilitation (VR) agencies and their community partners. The goal is to increase the VR participation rates and competitive integrated employment outcomes of historically underserved groups of individuals with disabilities in economically distressed communities. Currently, Project E3 provides intensive technical assistance in 12 States: California, Illinois, Kentucky, Louisiana, Montana, New Mexico, New Hampshire, New Jersey, North Carolina, Oregon, South Carolina, and Virginia.

Project E3 develops long-term capacity-building relationships with local VR agency personnel, community-based organizations, key community stakeholders, people with disabilities, parent-educator groups, interfaith groups, and other community leaders.
